Depending on what we have examined how child welfare and women’s empowerment NGOs are organized in India and Indonesia. Earlier “welfare state” initiatives based on rights and entitlements have been reworked and new neoliberal programs based on empowerment of women and children have been launched. Older programs however, are not abandoned, but recast in GONGO form. How do these GONGOs alternately invoke technologies of power and technologies of the self? How does this impact “deep democracy”?
