You should not discuss the legal and halachic issues in isolation, but you should relate them to the facts and draw conclusions. You may want or need to make certain factual assumptions that are not included in the facts presented. You are free to do so, but you should identify such matters in your answer.
You may want to aim for the final product to be approximately 1,200 to 2,000 words, although that is just a guideline. grade your papers based on the content and cleanliness of the presentation, more than the length of what you turn in.
You are a member of a three-member beit din panel hearing a case. A dispute has come before you, and following a series of hearings you have been tasked by your fellow dayanim to write the psak. You do not need to write the “Facts” portion of the psak, since the description of facts below can easily be converted into that portion of the decision. Your task is to write the “analysis” and “decision” portion of the psak. You should take care to discuss the various considerations relevant to the various claims.
