Among the problems to achieve cooperation in international relations are coordination problems. A coordination problem refers to a situation where the interests of the actors coincide, but they cannot decide which course of action to take. There are multiple courses of action, but each course of action has different costs for different actors. According to neoliberalism, international institutions can help foster cooperation and overcome problems, such as the problem of coordination. When the COVID19 pandemic began, states had an interest in cooperating. Was there a coordination problem between the states?
