Intelligence reports indicate that a terrorist attack on our critical infrastructure is imminent. A new left-wing group called Doomsday has threatened to launch a WMD. The likely scenario assumed by the CIA is that they will target the maritime transportation sector, possibly using a container with a nuclear WMD or stealing nuclear materials from one or more of these infrastructure sectors–nuclear reactor, healthcare, and/or transportation (e.g., a truck bringing nuclear waste from nuclear plant or hospital). Developing and exercising emergency plans before an incident occurs is one of the 7 critical planning and preparedness responsibilities assigned to the private sector (according to National Response Framework described in Wolff & Koenig, 2010, pp. 14-15).
