In general, you want to decide whether your main angle will be a question about Germany (its history, culture, etc.), about cinema (questions of form, style, genre) or about women (questions of gender roles, expression, stereotypes, politics – , feminism and feminist theory). Of course these distinctions are not hard and fast (think: feminist film theory), but locating yourself vis–vis a particular critical discourse will help you decide what is important to your argument, and also, what kind of additional sources to look for. Is it an argument about German culture and you need more historical context? Is it about gender politics and you need either historical context or a theoretical source?
Your second paper is a 6-8 page research paper. Your paper should contain an original hypothesis, close readings to investigate your hypothesis, as well as readings from class (at least 2 texts) and outside of class (at least 1) to further support the hypothesis.
