Law school regulations specify a 25-page-long paper using law-review style footnotes. Final Paper Topic: (1) As originally enacted, what was the original purpose of Medicaid and how did it operate? (2) How did the Affordable Care Act alter the purpose and structure of Medicaid, and how did the U.S. Supreme Court limit that transformation by making it a state-option in NFIB v. Sebelius? (3) How would you propose addressing that state-option limit by legislation? Defend your answers. The paper must address all three components to pass. The first question can occupy half the paper bringing forth case law and setting the foundation for the current state law (California).
