Consider that local and federal law enforcement have identified frequent and persistent adversarial cyber activity in your jurisdiction. Federal cyberforensics have not yet been able to attribute this to a specific foreign or domestic actor, regardless, you believe that your jurisdiction is poorly prepared and underfunded to address these threats and vulnerabilities.
Write a brief memo (2-3 pages maximum, single-spaced) to your governor that advocates for additional resources to address the vulnerabilities identified. Include specific requests or needs (capabilities/tools) or particular authorities you think are critical and lacking.
Use third person voice when drafting the memo.
