With the exception of the United States, which recently withdrew, all countries recognize the importance of addressing climate change. Yet obtaining agreement on how to address climate change posed major problems getting to the Paris agreement. What were the primary sources of disagreement? How were the differences on issues between Europe, the U.S., China, and Developing countries that made agreement difficult? Explain… Finally, was the U.S. withdrawal from the pact justified? Why or why not.
