based on my previous paper, turn the research paper into a policy memo that: clearly states the debate; summarizes the main arguments on each side of the debate, including any important subthemes; clearly states a criterion(us security in this case) for assessing this debate; makes an argument about which side of the debate is the most persuasive, given this criterion. so you will be using the criterion of US security to support the argument that the US should be concerned about china’s growing nuclear arsenal. I have provided an example of what a policy memo should look like as well as a bad example.
more importantly, the memo needs to have headings and subheadings that group like ideas together and that are worded to add meaning. Don’t use generic statements like “the context in which the problem should be considered”. Such a statement could appear in a memo about anything. Instead, make that sentence about the context of this problem. The memo cannot be repetitive. In a short memo, you only have space to say something once. So, group like ideas together.
