This assignment is to write a policy memo to deal with the issue of internal climate migration.
Students will delve into the issue from the point of view of their assigned stakeholder. Each student will write an initial policy memo from the viewpoint of their stakeholder group or congressional role. Policy memos will summarize organization or district interests and characteristics, outline the position on climate migration, defining the problem from the stakeholders point of view, devise two policy options, and conclude with a recommendation for one of those options. Students assigned to Congress will research the issue in general, and with regard to each of their districts. All policy memos will include several possible alternative positions both in support of and in conflict with, the position taken in the memo.
Problem: Internal climate migration is an increasingly critical problem that is growing in terms of public recognition and general awareness, but has not been addressed by comprehensive federal policy.
