In-car cameras and body worn cameras have been implemented by many criminal justice agencies in an effort to record a citizen and prisoner contact. Not only do cameras document a suspects behaviors it also documents an officers conduct. Justices of the United States Supreme Court have been viewing video recordings of incidents in and out of the criminal justice system for years and have ruled that they have evidentiary value in the litigation. Justice Scalia of the United States Supreme Court opined in Scott v. Harris (2007) that seeing is believing and welcomes as evidence, video recordings in assisting to render a verdict. Dating back to the late 1980s, in-car cameras have been part of the equipment in patrol vehicles and can be downloaded and assessed to determine the legitimacy of the interaction of an officer and the conduct of the suspect. More recently, body worn cameras have been developed, purchased, and implemented in various police departments and correctional agencies. There are many goals and objectives associated with this technology but one objective is to record an incident to protect a law enforcement officer from invalid allegations of misconduct but also to ensure the officer follows the law, department policy, ensuring accountability and transparency. The recording can serve as evidence in a departmental, criminal, and/or civil proceeding which may protect the officer, confirm or retort a citizen complaint or lawsuit, and also to indict an officer. While policies and procedures are evolving with this new technology and instituting various programs, limited evaluation research has been performed to assess the impact of the use of the device in the field. As we have been studying, as new equipment and technology are adopted, policy and procedures should follow and evaluation research should be performed as the equipment is implemented in the field. Followup monitoring and research can assist in ensuring officers are using the equipment as it was intended and determine that policy and training appropriately match what is occurring in the field. There have been several early research projects performed and published on the impact and the use of BWCs. For the third and final critique, three published articles on BWCs are provided to review in order to carefully provide a detailed assessment response in accordance with the criteria below. The goal is to review the research to determine how it was employed to evaluate the implementation of the device in the field and its overall impact. As part of your assessment keep asking whether the research follows the components and principles of program/policy evaluation research which have been addressed through the semester. Based on the readings from the texts, and the three attached articles, respond to the following questions and place as an attachment in a Word Document. 1. Using the critique criteria below, assess the evaluation research on the BWC. Focus on how the research reports the problem, the methodological designs of the research, the findings, and the outcomes of the research. The critique is to be from 7-8 pages in length (no more than 8 pages) using 1-inch margins, 12 font, typed in Times New Romans, and using spacing between sentences and paragraphs. Place your name, student number, the date of the submission, and the full citation of the research article being assessed at the top of the critique. 2. Do not critique each article separately. But combine, blend, and integrate your comments and discussion of all of three articles for each of the criterion below including the following: a. Fully describe the problem/program that is being addressed in the article (s). Discuss the history and duration of the problem, the purpose, goal (s) and focus of the issue (s) being addressed. Specifically describe the criminal justice issue being addressed. (15%) b. Fully describe the applicable criminal justice theory (if appropriate) that is linked with the program and explain the association between the theory and the program. If there is not a specific theory identified, discuss any potential emerging problems of the evaluation by not linking a theory. (15%) c. Fully describe the methods/strategies/criteria/procedures that form the basis of the design of the assessment. Describe the data the authors studied for the assessment and describe/discuss what questions are being addressed in the research. (20%) d. Describe the findings of the evaluation/assessment and discuss the outcomes and conclusions of the evaluation. Describe the impact and implications of the findings to policy relevant to the criminal justice system component under review (., police, courts, corrections). (20%) e. Provide a detailed discussion of your assessment of how the researchers followed (or failed to follow) the program evaluation/assessment process. Explain, whether it was designed properly, how it was implemented/monitored, how well the research addressed the application of theory to the problem or program, the overall outcome of the research, and the implications of the research as it pertains to criminal justice policy. (30%) The critique grade will be based on how thoroughly you address each item, demonstrating comprehension of the policy research relevant to the five critique components, your ability to assess the research on BWC and the ability to apply relevant course principles to the articles reviewed, and your ability to communicate in the written form. 4.
