I suggest he find some statistics, then talk about the various crimes that immigrants are causing, then end with the other ranchers story of fear. He should use notes out of all documents in the research. Its a 2 to 3 min speech so imagine Ted Talks type writing.
Third section: Explain what already exists that could help address this issue. Or introduce your proposed solution to the problem (using evidence to support). He could talk about the border wall here if he is for it, or come up with some other solution.
Fourth section: What action do you want the audience to take to make your solution a reality? What does he want a bunch of 12 year olds to do about it? Think about it? Tap back into their fear in the backyard taking the dog out to pee in the dark of nightrejoin their thoughts on that emotional level to if we dont stop this process, we will have immigrants all over the US, and crime is already on the rise because of this issue, so and get him to think of what he would want the kids to do (write politicians, research and learn more about options to immigration that dont make our country unsafe, etc). and what would he call the adults listening to his speech to do about this issue?
Last: closing a few sentences to wrap up, thank the audience and sign out.
The rubric is attached. He needs to include two rhetorical devices. He has already worked on and included imagery. I suggest including a metaphor or simile, as those are easiest. But you can look at the list and see.
