This assignment focuses on strategies for addressing the ethical dilemmas commonly faced by VR practitioners in rural areas. Please review each scenario in this folder and provide a response for all three scenarios indicating your actions to resolve the issue. This response should be consistent with the Code of Ethics as defined by the Council on Certification of Rehabilitation Counselors and should outline the ethical codes potentially impacted by in the scenario, at least two potential courses of action, the choice you made and a justification why you chose this course of action. Each response should be no more than two pages in length, double spaced. Scenario 1: You are a VR counselor working in the public VR program. The local school board is the largest employer in one of the rural counties you cover with high unemployment. You have been trying to make inroads with the Superintendent and HR staff for quite some time in terms of finding employment for your consumers. At a community function, you finally meet the Superintendent and take advantage of the opportunity to speak with him regarding the VR program and the value of hiring persons with disabilities. He responds that he would be more inclined to hire persons with disabilities and work with VR more often if students in his district received more “VR scholarships” for post-secondary education. He states that other students from other school systems receive more money from VR and he is tired of it and if VR doesn’t “play ball” he isn’t interested. He instructs you to call him next week and let him know of your decision. What will you say? Scenario 2: You are sitting in a church service and the mother of one of your consumers stands up at the end of the service and asks everyone to pray for the consumer because he has been “falling back into his old ways.” This consumer has a significant history of substance abuse which has caused him significant problems in the past. He is receiving services with the stipulation that he totally abstain from the use of alcohol or drugs and any proof of substance use will cause his case to be closed. What do you do? Scenario 3: Your uncle, with whom you have been close your entire life was badly injured in a motor vehicle accident and has progressed to the point of being ready to review options that will allow him to return to work. He plans to apply for VR services, but only if you agree to be the counselor he works with. He states that he cannot trust anyone else and if you will not help him, he will not participate in the program. The family is struggling financially because of the loss of income and your family members are pressuring you to acquiesce.
