The authors of Reading 1.1 (see page xxix) say that political theory is empirical (based on observed facts) and normative (what should be). Facts and values are so closely related, according to the authors, that they are not mutually exclusive (they cannot exist alone). Do you agree? Are facts the same as values? Are they so inter-related that one cannot distinguish between them? Provide an example.
