The United Nations Security Council – Counter-Terrorism Committee (CTC)
The UN adopted resolutions that obligate member states to take specific actions to combat terrorism, especially in the area of interrupting the financing of terrorism. The UN established the Counter-Terrorism Committee and a mechanism to oversee the implementation of the agreed-upon measures.

European Union
INTERPOL
International Police Organization (181 member countries), strengthened its efforts in information sharing and law enforcement with respect to anti- and counterterrorism significantly. In particular, the Fusion Task Force, established in 2002, can assist member countries in their terrorism investigations. “Project Tent,” part of the Fusion Task Force, collects information on individuals known to have attended terrorist training camps.
Europol
The European version of INTERPOL, and Eurojust, a transnational investigative body within the European Union, established policies and mechanisms to ensure increased information sharing and cross-border law enforcement in order to combat terrorism.
NATO: North Atlantic Treaty Organization.

The Southeast European Cooperative Initiative (SECI), with a SECI Center in Bucharest;
Southern African Development Community (SADC);
Southern Africa Regional Policy Cooperative Organization (SARPCO)

Even though it does not specifically say, “wake up call” the September 11, 2001 attacks was the wake up call for The United Nations Security Council- Counter-Terrorism Committee. “In the aftermath of the 11 September attacks against the United States in 2001, the Security Council unanimously adopted resolution 1373 (2001), which for the first time established a dedicated Counter-Terrorism Committee (CTC) of the Council.” (Law enforcement | security council – counter-terrorism committee (CTC))
What are the organization’s key tools in their toolkit?
They counter the financing of terrorism. “Security Council resolution 2462 (2019) calls on States to prevent and suppress the financing of terrorism by, inter alia, criminalizing the willful provision or collection of funds for terrorist purposes, and urges them to set up effective mechanisms to freeze funds, financial assets, economic resources or financial or other related services of persons involved in or associated with terrorism, as well as to prevent those funds from being made available to terrorists.” (Law enforcement | security council – counter-terrorism committee (CTC))
Law Enforcement. “Security Council resolution 1373 (2001) requires Member States to “ensure that any person who participates in the financing, planning, preparation or perpetration of terrorist acts or in supporting terrorist acts is brought to justice”.” (Law enforcement | security council – counter-terrorism committee (CTC))
Border security and arms trafficking. They patrol the boarders to countries to make sure people do not smuggle weapons, drugs and people into countries illegally, especially for the use of terrorism.
What is the organization’s relationship with U.S. law enforcement, U.S. military, or other U.S. agency/institution?
Law enforcement works with the United Nations Security Council to arrest individuals that carry out terrorism and/or try to fund terrorism. Law enforcement also investigates the terrorist attacks to bring the individuals responsible to justice.

[1] The Southern African Development Community (SADC) was developed in 1992 from the Southern African Development Co-ordination Conference (SADCC), which was developed in 1980. Like the SADCC, the SADC main focus was on integration of economic improvement.
The SADC concentrated on development and structure of specifically Southern Africa. SADC began in attempt to further gain independence and growth within their own strategies and resources. SADC focused on apartheid, reasonable integration, Member State promotion of the application of regional policy, and economic solitude.
August 17, 1992, in Namibia the SADC Declaration and Treaty was signed and established. The drive and goal did not change it was developed to enhance and promote self-sustainability for South Africans.
[2] The SADC faced some terrorist threat and attacks on October 5, 2017, in Mozambique, by Islamist militants and jihadists known as Ansar al-Sunna (Ansar). Ansar attacked civilians and government buildings. Ansar’s invasion and attacks resulted in over 2,400 people dead and the displacement of 500,00 civilians by the conclusion of 2020. In turn this has totally went against the grain that SADC has been developing over a long period of time. SADC declared they would support Mozambique, but they did not develop a strategy nor intervened with any type of stopping Ansar.
SADC faces a huge dilemma in responding with violence, their whole goal was to promote peace in South Africa. Another dilemma they face is finding a committed body to back them up.
[3] The biggest tool SADC has throughout the years is its commitment to focusing on self-sustainability, energy, and the SADC Secretariat. Due to them supporting and growing as independent countries, they were able to gain financial and technical assistance provided by the European Union.
[4] The United States has assisted SADC and South Africa in 2004 with the Presidents Emergency Plan for AIDS Relief, COVID relief, and a trade partnership in 2019. In a nutshell the United States has assisted in relief and development of businesses and trade for South Africa, which eventually would develop independence for them to evolve on their own, basically a jump start.
