In your opinion, what is the single most pressing and under appreciated problem facing the intelligence community over the next five years?
To accomplish this you must brainstorm what you believe to be the top 15 most pressing problems. Define each with a short paragraph (which must be included in your paper–see below). Then you must complete a pair-wise, expert judgment evaluation to order them into priority from top priority to number 15, the lowest priority.
The first three textual pages of your paper must be the presentation of the highest priority problem and a defense of that judgment by use of facts, examples, reasoning, and logic.
Following the three textual pages you should append in descending priority your pair-wise listing of the remaining 14 areas. Each item on this list must have your short one-paragraph description AND justification why it is a higher priority than the next problem in your descending list (as you do your pair-wise comparison take note of why you are choosing one over the other). This should take no less than 4 pages, but may be as long as you need to provide your explanation.
Remember, you need to DEMONSTRATE that you did this pairwise comparison (so provide proof in your midterm).
