He has just authored a policy statement as follows:

Steadfast PD Patrol Guide
FOR IMMEDIATE RELEASE
SUBJ: Shooting at a fleeing vehicle.
1. As a result of the SCOTUS review of this occurrence, we reiterate our standing orders that no officer will fire at or from a moving vehicle under any circumstances.
2. Statistics show that firing at or from a moving vehicle is extremely hazardous to the public and shall not condoned.
3. Tests have shown that in most cases, standard police ammo will not penetrate safety glass and will often spin and ricochet when aimed wheels and tires, creating grave danger of injury to uninvolved persons.
4. Effective immediately.
5. Authority: Chief B.A. Grump.
