• Are there terror threat aspects associated with the criminal activity?
• What are some of the crimes identified in the scenario?
• What is the host nation’s law enforcement involvement in the criminal activities?
• Are they interdicting the flow of drugs and arms?
• Do these criminal activities fall under DHS? If yes, why? If no, then who and why?
