1. What are some of the advantages that incumbent members of Congress have during re-election? What are some ways in which such advantages might be overcome by challengers? Does the presence of incumbent advantages make the overall election process seem less democratic?
2. Should Congress be more descriptively representative? How could descriptive representation be improved or ensured? How might the desire to promote underrepresented demographic groups be balanced with the need to maintain a free and fair electoral environment?
