EXERCISE #1 – PHYSICAL AND PROCEDURAL CONTROLS FOR PROTECTING ASSETS – GENERAL DISCUSSION

“Security Management Standard: Physical Asset Protection” explains the importance of implementing and the steps to accomplish this. The end goal is to establish a physical asset protection management system (PAPMS), maintain it and conduct evaluations of compliance and effectiveness, (ANSI/ASIS, 2012).

“ASIS International Facilities Physical Security Measures Guideline,” outlines physical security options available after a risk assessment has been accomplished. A risk assessment will determine possible threats and the level of security required to successfully secure your assets, (ASIS, 2009). The guideline breaks down specific protection options from exterior, interior and policies and procedures.

5 most significantly effective physical controls in the guideline in my opinion are electric security fences, hollow metal doors, tempered glass windows, electronic access control system, and combination locks. Electronic security fences with trigger alarms that go off when a detection of damage or climbing occurs seems to be the most effective as appose to the live wire option which could harm animals and doesn’t always have trigger alarms or visibility. Tempered glass is also a wise option because it is breakable. This allowing someone needing to break out of the building in case of a safety reason, to do so and would also alleviate small harmful sharp pieces. The downside to this would be that you would have to rely more on other security measure if someone were to try to physically enter property or the facility, (ASIS, 2009). The most important one in my opinion would be the electronic access control system. This allows validation of 1 or more credentials for someone to access a location or information. The only downside to this would be internal threats, having sufficient funds, implement qualification/standards, determine security clearance levels, and have technical support available to alleviate work stoppage.

These two tools are helpful in conducting a vulnerability assessment because it covers all parameters that need to be considered and gives unbiased options for you to make the best choices for facility, systems, and personnel. For someone to make an assessment without prior experience or tools such as these could end in unforeseen hazards, errors and the use of extra funding that can be avoided by taking the knowledge of many experienced organization.

EXERCISE #2- PHYSICAL AND PROCEDURAL CONTROLS FOR PROTECTING ASSETS – SECURITY SCENARIO APPLICATION

Though the president at the time suggested that the fence quote seemed too expensive, I think it’s obvious that he’s more aware of the overall importance with individuals that reside and work there, its assets & historical security breaches. Keeping that in mind, having someone on his team knowledgeable on these security features would be ideal so that the president could be advised on if the quote is accurate or if the company is trying to take advantage of the situation. Helpful considerations could have been, were the security features effective at one point and new technologies make it necessary to grow or enhance, or are there new ID’d security risks that need to be protected?

Would the National Capital Planning Commission (NCPC) object to the upgrades? If so, I would expect to be from unnecessary enhancements and or abuse of power. As far as the public’s scrutiny goes, there are always going to be people that agree or disagree with decisions made at the White House.
