For years, Houston was the only large city without a zoning ordinance. As a result, it had a reputation for haphazard development, like the old wild west. I am not sure whether Houston has a zoning ordinance now, but the city still represents an interesting case study. I am sure that there are many studies comparing economic development in Houston with other cities having zoning ordinances. I do not know that literature but I could help you find some of it. The paper would discuss what various researchers have concluded about the efficiency of zoning versus no zoning.
