Hypothetical Scenario:
A fire service organization has experienced several serious and minor vehicle accidents
over the past six months. Property losses as a result of these accidents has exceeded
one million dollars. Of more significance was the injuries suffered by department
personnel. Contributing to the severity of the injuries was the failure to comply with
department policy regarding the use if seat belts. There were no civilian injuries
associated with these accidents.
