3. Policy Design: What is the goal of this policy? What problem is it meant to solve? What solution does it offer? What are the target groups? How are those groups constructed? Is this a case of politics creating policy, policy creating politics, or both? (Be sure to cite Lowi or Schneider and Ingram. You should also have at least one non-syllabus citation in this portion.)
