· Reports from government research organizations like the Congressional Budget Office, the Government Accountability Office, and the Congressional Research Service (or comparable state/local/international government research centers).
· Academic articles from research journals like the Journal of Policy Analysis and Management, Policy Sciences, and dozens of specialized policy-area journals.
· Interviews or discussions with policymakers and/or experts on a particular policy.
· Reports from think tanks like the American Enterprise Institute, Center for American Progress, the Reason Foundation, Cato Institute, Brookings Institution, Heritage Institute, Hoover Institution, Public Citizen, the Center on Budget and Policy Priorities, and the Council on Foreign Relations (being careful to note the biases of the reporting organization).
· Investigative journalism from sources such as The Atlantic, Mother Jones, Reason, The New Republic, The Economist, National Review, the New York Times, The Washington Post, and other local or national newspapers.
The paper will consist of five parts.
Part 1: Introduce your topic and discuss the background information necessary to understand the issue. Discuss why this topic should be of concern to the audience and detail the rationale for the policy or policy or program (i.e., why does the policy exist – what problem was it trying to solve).
Part 2: What conclusions have previous research studies in this topical area reached, regarding the effectiveness of policies and/or the relevance of the policy approach to solving the problem? Summarize and critique these studies, pointing out any shortcomings and offer suggestions for improvement. Discuss how (if) these evaluations have had any effect on the policy over time.
Part 3: Describe the population of interest that you are going to analyze. What is the population, who are the members of that population, and how is that population generally understood in the broader society (i.e., what is their identity and what are the social constructions about them)
Part 4: Explain how that population understands the policy or program, and how has it affected them. Explain their key values in the context of this policy or program, identify the extent to which these actors have political power and influence to affect policy choices, and explain what this policy or program means to them.
Part 5: Provide an executive summary of your paper that provides all of the key points that the paper makes that a decisionmaker would need to be informed about the issue and how it affects the population you’re looking at. When you submit the paper, the executive summary should be the first section, and the executive summary does not count against the word limit.

To successfully complete this assignment, you should fulfill these requirements:
1. This research must be your own work and must be original for this class.
2. Narrow the research topic by going deep rather than broad.
3. Write a professional research paper, not an advocacy paper. You are not advancing a thesis or position. You are conducting objective research, from which a public official could develop a position and policy. Examine as many sides or perspectives as you can.
4. There is no set requirement regarding the number of sources you use, but you should aim to be comprehensive in your review of existing research. At minimum you will need several sources to provide sufficient background on the policy or program you choose, and ideally you will find several sources to describe how the policy affects your population of interest. For some topics there may be hundreds of sources, and for others there might be just a few. You don’t need to cover everything, but rather the important details that readers need to know.
5. Provide internal citations for all content that you use. Provide a reference list with APA citations and hyperlinks. Accidental plagiarism is a danger. Take care to cite all source material in your paper and use quotation marks for direct quotes.
6. Critically analyze your source material. Begin by looking for research in peer-reviewed journals. Resource material will often advance a theory or position and may not be objective — either intentionally or unconsciously. Google the author and explore their biases. Question your sources and search for alternative perspectives. Seek diversity in your resources.
7. While you may reference material in the course modules, do not replicate it. This assignment is intended to supplement the content in the modules.
8. Wikipedia is not accepted as a source for graduate work. It can be useful to get started on a topic but go to the authoritative sources cited in Wikipedia and use them instead. Likewise, encyclopedias and the media — such as Public Television, which has excellent DEI materials — should be avoided as primary source material.
