a. Define and give examples of the expressed, implied, and non-legislative powers of Congress. Be sure to include where you find them and the Necessary and Proper Clause as an implied power.
b. Choose at least THREE congressional powers/duties and explain the power(s) in detail. Include a description of the power in your own words and if there are any limits to the power.
c. Explain one way to reform Congress to give it more power and one way to reform Congress to give it less power. (you may need to use at least 2 outside sources for this portion)

a. It is ok to mention some of the lesser powers in passing and spend more time on the most crucial.
b. You may describe these while discussing powers instead of a separate section.
c. Think how other branches can balance the power you choose when thinking about
limits.
d. Think about things that would make bills pass more slowly or quickly.
