Barnett and Finnemore define pathologies as “behavior…that violates the self-understood core goals of the organization” (p. 38). The five mechanisms they identify (pp. 39-40) produce, and sometimes combine to produce, pathologies. However, those mechanisms often do not result in goal-contravening behavior. For example, normalization of deviance (from rules) led to UN election monitoring and peacekeeping, neither of which appears in the UN Charter; insulation (from political pressures) has enabled international courts and tribunals to perform valuable work trying those suspected of committing egregious crimes. In other words, the presence of these five mechanisms is not dispositive; IOs do not always or even frequently engage in pathological behaviors.
This suggests, then, that their model might only be partially correct. Identify two or three generalizable factors that appear to be common to at least two, if not all three of the cases studies B&F examine that are particularly relevant to understanding how pathologies develop/occur. By generalizable I mean factors potentially applicable in other cases, not specifics germane to a particular case. For example, the introduction of cholera by Nepali peacekeepers in Haiti which led to the deaths of over 10,000 Haitians helps explain the substantial shortcomings of the UN mission in Haiti, but not in other cases. So cholera might be reframed as “health crises.”
Be sure to:
precisely and concisely identify and explain the factors;
articulate why the factors you identified are central/important;
provide an understanding of how the factors were manifested in at least two of B&F’s cases; and
address how the factors you identify interact with the mechanisms to produce pathological behavior.
GUIDELINES.
Papers must be in 11 or 12 point, Times New Roman font. They should have normal margins, be single-spaced, and be no more than one page.
Use only the Barnett and Finnemore text. Abbreviate it as B&F. Citations should appear at the end of sentences in parentheses, but before end punctation, in the following form: (B&F, 39). The number refers to the page on which the quotation or piece of evidence or paraphrase appears.
Dispense with long-winded introductory and concluding paragraphs, and headers that list details such as your name, the class, and the date. These things are not necessary. Focus on making every word count!
