Introduction- state your position and the need for federal action. What is the action—legislation, funding, grants, etc. Please support your position with in-text citations from your sources. (Ex. Congress should mandate a universal health care system because it will promote overall health, it will reduce health care-related debt, and it will produce an efficient delivery of service. Congress can draft legislation to revise the coverage and payment systems, Congress can budget for annual funding to cover the underinsured for preventative care, prescriptions, etc.)
Background- provide brief background about your topic so that it can be a frame of reference for your analysis.
Analysis- this is the body of your paper and your argument, which should include key points that support your position. This is where you insert your research and data to support the key points. (Ex. Health care should be universally funded by Congress because point A, point B, and point C…). REMEMBER that you are arguing your position, so this should not be a pro and con (informative) analysis. But make sure to include a counterargument section to strengthen your position.
Federal action- what is the Constitutional authority of Congress to take action on this issue? What are the specific actions to address this issue? (Action: Health care legislation; Authority- General Welfare Clause/Commerce Clause/Taxing and Spending power, etc.)
