Canada has just pledged $1.6 billion to build the country’s resilience to climate change. You
have been tasked with spending some of the money. This money comes as part of Canada’s
climate adaptation strategy which sets out the government’s plan to build a climate-resilient
society. You need to decide the priority areas and stakeholders to include. To begin with, you
must define what is meant by resilience. Is being resilient always good? Which two systems do
you focus your efforts on (focus on systems we have talked about in class (ex. economic,
ecosystem, social) and why? Who do you bring to the table to give their perspectives and why is
it important to include different perspectives (think of the different perspectives we have
discussed in class)? Further, you need to convince everyone that a systems approach is important
when looking at complex problems – what will you say? Finally, what two main characteristics
of a resilient system would you push to implement and why do you feel they should be
prioritized?
