Introduction: Identify and briefly describe the homeland security issue that you will address in this paper. Provide context so that your reader understands why this issue is important. This section should not exceed two paragraphs.
Management Theory:Describe in detail the management/leadership theory or theories that you selected to inform the development, implementation or evaluation of your homeland security strategy. In this section, you will tell the reader who developed (and later advanced, if appropriate) the management/leadership theory that you selected. Has this theory been tested in a research study and if so, describe the studies and the results of those studies. This section should be several pages.
Application of Theory to Strategy: Describe in detail your homeland security strategy in a manner that it is obvious to the reader that it is informed by the management/leadership theory or theories described in the prior section of your paper. You should not be referencing your theory or theories in this section. Identify the significant or major management/leadership challenges you are likely to encounter during the development or implementation and/or execution of your homeland security strategy? Explain to the reader how you will navigate/overcome these challenges. This should be the largest section of your paper.
