Assignment: The stated mission of the World Bank website is to “end poverty and boost prosperity for
the poorest people” in the developing world. This includes countries in Latin America and the Caribbean.
On July 1st, 2021, the World Bank appointed Ms. Lilia Burunciuc as the Director for Caribbean Countries.
Although Ms. Burunciuc has extensive experience at the World Bank, she has no experience working in the
Caribbean and there is no evidence that she acquired any regional expertise about the Caribbean through her
university training. According to the World Bank website:
“She has a master of public administration degree from George Washington University
(USA) and a degree (master level) in Economics, Management and Planning form the
Technical University of Moldova.”

As regional experts who are currently studying Latin American and Caribbean societies, you have been
hired by the secretariat of the Caribbean Community (Caricom), to prepare a research document (essay)
for Ms. Lilia Burunciuc that will be given to her before their first meeting.
You have been mandated by Caricom to meet the following objectives in your research document (essay):
• Explain why it is problematic for the World Bank to assign someone the responsibility of “ending
poverty and boosting prosperity for the poorest people” in the Caribbean if they lack the regional
expertise and are unfamiliar with the history of the region.
• Outline the historical considerations of which Ms. Burunciuc should be aware if she aims to reduce
poverty in the region.
Note: The explanation offered in your essay must make explicit reference to articles, podcasts, and videos assigned
in this course. No other research is required for this assignment.
