Imagine the district school board recently approved a multimillion-dollar construction contract for a revamped K-12 complex. You are also aware that staff in the district are unhappy about not having received a salary increase in three years. The board has asked each administrator to address the issue with staff in their assigned building.
Explain the difference between capital expenditures and operational expenses. You must also address why there is money for new facilities but not staff raises.
