Recent coalition operations, particularly in Libya against the Qaddafi regime and in Iraq against ISIS, required that the United States partner with groups and states it would otherwise never do so. In Libya it was with local Islamist groups. Iraq was much more complicated with a 79 country coalition, to say nothing of having to operate in conjunction with Iranian militias. What are the challenges in fighting with partners with such divergent objectives, and how can these be managed throughout the war so the U.S. might achieve its aims?
