You are required to research and explain the organizational structure of emergency response at the local, tribal, state and federal levels. The students will recognize and
describe key differences at all levels. Examples of private or non-profit response organizations shall be provided. This paper should include the significance of the
National Response Framework, the National Incident Management System (NIMS),
including the Incident Command System (ICS), and the Stafford Act to emergency response. Historical emergency response incidents should be used as reference where
appropriate throughout the paper.

o Provide examples of private sector, volunteer organizations, and nongovernmental organizations (NGOs) who engage in emergency response activities.
• Explain the significance of the National Response Framework, the National Incident Management System (NIMS), including the Incident Command System (ICS), and the Stafford Act to emergency response.
• Provide historical emergency response incidents as reference to source materials where appropriate.
