Human Security and Security Strategy Paper The purpose of this assignment is to examine how subnational and transnational forces threaten human beings and their communities across state borders. In this essay, students will explore how COVID-19 relates to human security, national security, and global security. Assignment: In the first part of your paper, use COVID-19 to write an essay that will describe how the pandemic contributed to human and state security and insecurity. In your description: Identify at least three (3) challenges to human security and three (3) challenges to national and global security. Use two countries of interest to compare and contrast two forms of security and provide an insight into existing capabilities and responses to address pandemic challenges in the human security sector. Examine the role of technology and intelligence in health security. Discuss the spread of information and teaching opportunities about the pandemic offered by various actors, NGOs, individual governments, and media. Use evidence from both countries to compare and contrast the existing policy and security strategy to deal with COVID-19. In the second part of your paper, address how COVID-19 can be a biosecurity problem, a biological weapon, and a bioterrorist threat. Compare and contrast the level of fear in your countries of interest. I.e., what made people afraid in the US vs. Russia or China? How did societies respond? Were states responses and strategies against the threat nationally accepted, internationally integrated, relevant, and useful for human security? What role did intelligence and health intelligence play in understanding and containing the virus? Use open sources to find evidence of intelligence sharing and cooperation on the virus between countries. Compare and contrast existing medical capabilities. Use concrete evidence and, if possible, group all data on health capabilities in a single table. How much did it cost each country to deal with the pandemic? What is the human death toll in these countries? Make two specific recommendations on how states should approach health security as a question of national security in the future.
