(Please keep in mind that education spending is largely left to state and local government — the federal government merely sets standards and regulates it. The federal government applies a similar regulatory logic to environmental spending, with most spending done by private corporations (with negative externalities picked up by the healthcare system as well as non-GDP costs such as environmental destruction).
