STUDENT POST: A structure for creating an objective assessment of a program’s benefits is called an evaluation design (Alkin, 2013). In most situations, the function of values in evaluation relates to evaluators who are responsible for making choices about the merit or worth of an evaluand. Because values affect the selection of evaluation criteria, data, and comparison standards, as well as the study’s core design, methods, and methodology, they have an impact on assessment design (Darcy, 1981). Every examination of a program raises questions about its worth. Values are shown by the decision to evaluate certain initiatives in specific conditions at specified times.

The roles that an evaluator plays throughout an evaluation reflect his or her views on other essential problems including theories, values, techniques, practice, and usage, among others. The neutral evaluator’s function is that of an unbiased third party who assists stakeholders in identifying the program’s primary concerns and discussing the program’s strengths and drawbacks. As discussion in our class zoom session, advocacy is the term that encompasses all forms of influencing. Acting as an advocate for a program seeks to ensure that people’s voices are heard on issues that are important to them. When evaluators don their advocacy hat, they no longer have a value neutral attitude toward the program.

I personally think it is not easy for an evaluation to be value-neutral since everyone engaged brings their own viewpoint and values to the table. Some recent and alarming examples of this in the public health space include stories of public health officials who published or were pressured to publish COVID-19 data that was blatantly misleading, presumably to support the case that many political leaders were making early in the summer that it was safe to reopen businesses.
