Legal memoranda: A legal memorandum addresses a legal question. It can be advocacy-oriented or more analytically neutral (either is fine here). It is used to support a conclusion about how to proceed on a legal matter or about what the outcome of a legal action is likely to be. For instance, you might be interested in whether a certain situation gives a person a cause of action (grounds for filing a lawsuit). Or you might investigate whether a certain type of evidence is admissible in court. Legislative analyses: A legislative analysis looks at an existing statute or a proposed statute that could be enacted to determine its meaning and application and/or its strengths and weaknesses at accomplishing its intended purpose(s). For instance, you might evaluate whether a bill (proposed statute) is designed in a way that makes it likely to be used to achieve its intended objective. This option can also be used to do a capstone that reflects a historical perspective. For instance, you might argue about what a particular statute should be understood as meaning, based on its legislative history.
