For this paper, your audience is a member of the community who is unhappy about the performance of the emergency management department during the recent floods that have impacted the state and were part of a Presidential Disaster Declaration. The community member is a professor at a local college and is the course lead for the Emergency Management program. He has a Ph.D. and has taught emergency management classes for 15 years. He has never worked in the emergency management field.

Write a 3-page response to the Professor’s letter and address all of his questions.
Professor’s Letter
To Whom It May Concern:
During the recent flooding that impacted the state, I noticed that the Emergency Manager was not visible to the public and did not provide adequate information concerning the response and recovery effort. Hiding in the Emergency Operations Center (EOC) is not an adequate undertaking of the emergency manager’s job duties and is, quite frankly, a waste of taxpayer money. The previous director of emergency management was heavily involved in the response effort and spent all of his time in the community during a disaster meeting with people and running Incident Command. While the past director did not have a background or education in emergency management, he ran a much better emergency management program than the one that has been migrated to under this administration.
From a taxpayer perspective, I am specifically interested in the following items:
What are the responsibilities of the emergency manager during the response phase?
What is the purpose of the County EOC?
What are the responsibilities of the emergency manager during the recovery phase?
How does the Presidential Disaster Declaration (PDD) process work and how is the process managed at all levels of government?
Purpose
The purpose of this assignment is to test your ability to discuss the roles and responsibilities of the emergency manager during the response and recovery phases of a disaster. This assignment also tests your ability to reply to a disgruntled citizen in a professional way. If you work in the public safety field, there comes a point in time where you will have to deal with a disgruntled citizen or elected official who is upset with you.

The paper will answer the professor’s questions outlined in the above letter.
