A discussion of the statement of the problem that describes the current controversies or challenges regarding the issue and why it is relevant for the study of public sector human resource management.
2. The issue
A detailed discussion of the background of the issue, and discussion of comparative perspectives on the issue. Comparative perspectives can include, for example, how the issue is different in the public, private, and nonprofit sectors; how the issue is different at the local, state, or national level of government or in different regions of the country; or how the issue is different in the United States and in other countries.
3. Review of evidence
This section is about a detailed review and analysis of the existing, credible research/evidence regarding the issue. As noted above, you must review at least 8 published academic sources such as journal articles, books, and research reports. Unpublished or internet sources are not allowed. You must follow/discuss the methodology adopted to arrive at the final selection of the articles/sources for review of evidence.
4. Organizational implications
Based on the review of the evidence, discuss the implications of the findings including the types of HR management policies/programs public organizations should encourage/discourage. Also, discuss questions like: Are these implications relevant across type/size of the organization? What are the HR management challenges for public organizations?
