request (Tilley, 2019, p. 20). This is a formal request submitted to the IT
department (Tilley, 2019). This request normally takes place during the system
planning phase and is often made by top managers, planning teams, department
heads, or even IT directly (Tilley, 2019). A request might be made in this
stage to evaluate IT-related opportunities or problems. Or used to identify
changes that need to be made to various systems or processes.

a request for an IT project. It is also important to consider and determine who
will make the decision base on these internal and external factors.
If I were asked to be part of a team working to decide whether
my company will use a Systems Review Committee or an individual to make these
decisions I would have to consider the size of our company and what the
intended outcome be to make an informed decision. Also, identify the type or
magnitude of the IT issues or requests. If I was working with a smaller company
and the request was relatively simple I might suggest an individual. If was a
little more extensive I would recommend a System Review committee to get
various perspectives, skill sets, and insight to help determine if the system
request should be rejected or accepted. In this case, we will assume my company
is small therefore my response would be as follows;
Good afternoon team, upon a brief review of the details provided
in our discussion regarding whether our company will use a System Review
Committee or an individual to decide to accept or reject the IT project, I feel
the decision can be determined by an individual. Our company is relatively
small and the IT issue requires on average an immediate response to relatively
simple user requests. I believe the individual will be able to review and
determine the economic feasibility based on any potential cost versus the
benefits.

Systems requests are a way for a business problem to be acknowledged with the
intention of finding a solution for the problem, whether it be with an already
existing system or the need for a new system (Tilley, 2019, p. 20). Sometimes
the requestor is just looking for a small change to a system to improve a
business process. Other times, they are looking to completely overhaul a
process and want a new system built from scratch. The request is meant to
clearly state the problem, the intended outcome, and the reasons for the
request.

One of the internal factors that affect systems projects is the company’s
strategic plan for the future and how the request aligns with that plan
(Tilley, 2019, p. 50). This factor is also used to determine the priority of
the request. Another factor would be the economic impact of the request,
usually analyzed using cost-benefit analysis in order to ensure that the
proposed financial benefit would be greater than the cost (Tilley, 2019, Part
C, p. 2). One of the external factors in systems projects is the current
technology in the world and how the proposed system would stack up compared to
those standards (Tilley, 2019, p. 52). Customers are another external factor
because one of the main concerns of companies is how their systems serve and
interact with their customers in the most efficient way possible (Tilley, 2019,
p. 53).

Upon reviewing the gathered data and input from management, our team has
determined that it would be in the company’s best interest to utilize a Systems
Review Committee for approving new systems requests. We believe that due to the
continued growth of our company and team, no one person would have all of the
necessary knowledge or background to determine the best course of action. The
proposed Committee should include representatives from all of the departments,
such as planning, finance, IT, and PR so that each member can bring their
individual expertise to the group. Only then would we be able to thoroughly
evaluate all the internal and external factors in order to make the best
decisions for the company.
