When Robert Wakefield is recruited to become the new drug czar, he is advised by many people in Washington, including his predecessor, General Landry, that the war on drugs is unwinnable. Basing yourself solely on the movie, identify and explain at least three factors that contribute to the “unwinnability” of the war on drugs. Is there anything in the movie that would give us hope that the drug cartels can be broken and the flow of drugs from Mexico into the United States stemmed?
