You are a policy analyst in a fictional Department of Advanced Education. You are asked to provide advice on the government’s Selective Tuition Eradication Program for Undergraduate People (STEP UP). The program is designed to cover the tuition costs for lower-income undergraduate students. The goal of the program is to increase equality of opportunity among students of different socio-economic backgrounds. However, it is also important that the program be as efficient as possible, meaning the benefits derived should be as high as they can be in relation to the costs. Your director has asked you to examine a proposal, submitted by the Parents Alliance for Equal Education (PAEE), to run a five-year pilot program that would expand STEP UP to include more students, while decreasing the amount of support each student receives. Your director wants to know if it would make sense to adopt this proposal and has asked you to look at the costs and benefits up to 10 years after a student graduates (it is assumed that after ten years they may have changed jobs or received more education, making it too difficult to measure the exact impact of STEP UP).
