The United States Department of Justice has determined that the Juvenile Justice System is in need of significant reform based on current events, especially surrounding services for juvenile offenders and victims. You have been assigned the task to reform this system and have an unlimited budget in which to do so (opportunity of a lifetime, I know). What would you reform within the system to promote the decrease of juvenile offenders and juvenile victims? What about the juveniles that are currently in the DJJ system?

In addition, this paper will be a minimum of 3 pages (excluding title page and references) with at least 3 references and a maximum of 5 pages.
