Below is the policy.

A primary way of reducing mosquito breeding is through developing mechanisms to hinder breeding grounds. A policy we propose is one that encourages, incentivizes and promotes keeping communities clear of stagnant water through draining and developing efficient pumps in at risk locations. In this policy, communities will be required to drain stagnant water on their properties just as they dispose of trash. This policy will ensure mosquitoes have limited locations to breed, which will reduce their spread. The policy will include three steps of reducing mosquito breeding. The first method is through drainage of entire stagnant water. For example, water is collected in trash containers, hollow stumps, wading pools, hot tub covers, and saucers below flower pots. The policy will have a workforce that will clear at risk communities of draining stagnant water and promote community members to eliminate potential breeding grounds. Secondly, efficient pumps that circulate water will be developed, and fish will be placed in various bonds to consume mosquito larva. Thirdly, communities will be required to eliminate overgrown vegetation since it provides mosquitoes as breeding grounds. Furthermore, communities will be barred from irrigating their yards with excess water during droughts.
