Inspired by the Black Lives Matter movement, politicians and community groups in your town are debating whether to defund the police, and if so, by how much, and where to reallocate the money? As a researcher, you are asked to figure out the wishes of the community, and present this to City Hall. How might you design a research project that addresses this issue? Write a report that addresses HOW you would research this issue.

Your report should cover the following:
Research question/statement: Clearly state the main issue and research question/statement.
Sample: Explain the population, sample, and your sampling method – be sure to explain WHY you chose these. Consider your access to the population, ethics, and limitations (time, resources, etc.).
Data collection tool: Explain how you would collect the data and with what sort of measurement tool. Provide a few sample questions (from your survey, interview, observation primer, etc.) and explain how they collect data on your variables and/or how they can help to answer the research question/statement.
Literature: Use the three readings provided above as part of a literature review. Briefly summarize each article (what did they study? How did they collect data? What did they find?)
