Purpose:
The Major Research Paper/Project (MRP) is a key assignment that will further develop as well as consolidate your overall understanding of the material from the course, and improve your analytical and written presentation skills. Students will provide a 2000 word written report on the topic/discussion provided below. Your completed written MRP assignment will be deposited to your assigned drop box found on blackboard.
This will provide you with plenty of time to complete. This assignment is worth 20% of your final mark.
The purpose of the MRP assignment is to help you, become familiar with key content within the realm of Public Safety, including processes covered in the second half of the semester and to practice your critical thinking and writing skills. More specifically the focus of this assignment is on Public Safety Canada’s response to crime where guns have played a significant role.
As often stated in this program, communication is the cornerstone of this industry whether this is conveying information to decision makers, subordinates below you or in the workplace between co-workers. Developing excellent writing skills will serve as a distinct advantage when writing future papers and ultimately report writing for your employer.
MRP Assignment Introduction
Over the last 4 years there has been (at least perceived) an increase in crime in Canada where guns have played a prominent role. Much of the debate has been fueled by gang related violence in the GTA, including the mass shooting on The Danforth in Toronto in July 2018. In response the federal government introduced Bill C-71 which was “in support of public safety and the ability of law enforcement to investigate gun crimes, while at the same time being reasonable and respectful toward law-abiding firearms owners and businesses” according to the Minister of Public Safety, (Goodall, R. 2018). The Liberal government went further and stated, this was necessary to reduce the frequency of violent gun crime.
In April 2020 in the wake of the worst mass shooting in Canadian history, (Wentworth Valley, Nova Scotia, where 22 people lost their lives, the federal government proceeded with an election promise and banned some 1500 firearms and military grade weapons and promising a gun buy back program.
Typically when a government has decided it wants to change a law or add a new law, it will organize an interdisciplinary committee to conduct the research that forms the base for the Bill that would ultimately be read in the House of Commons and ultimately become law. A Bill involving firearms would typically come from the Minister of Public Safety. In May 2020 the federal government rather than introducing a Bill through the democratic process used an Order in Council to formally prohibit 1500+ firearms and military weapons. This ban had immediate effect on law abiding gun owners.
Requirement
Your task is to provide a critical assessment on the response to the issues of violence involving guns. Consider the following questions as guidance to your research:
Is the ban on legally owned firearms appropriate? What is the nature of the ban?
Is the ban targeting the correct audience to reduce violence where guns are a factor or as the media terms it, ‘gun crime’?
Has the ban gone too far, or perhaps not far enough?
Define what an assault rifle is to best of your ability and research. How many people have been killed in Canada in a shooting with an assault style rifle? You will be surprised.
Is there a significant link between legal law-abiding gun owners and crime guns recovered by police?
You are writing a 8 page analysis on gun control in Canada and taking a position on whether the government has gone too far, or not far enough, in terms of its recent ban on 1500+ firearms and military weapons. Be sure to include a reference and cover page.

While some media sources will be required for this paper, try to avoid excessive use of media sources.Look to use government web pages, journal articles or even legal documents. Where media will play a strong role here is where it is providing coverage on court cases and viewpoints of Canadians.

Papers will be 2000 words ± 10% not including a cover page and a reference page.
This is a formal document, a position paper, normally written from an unbiased position, this time I ask that you to take a position. That position needs to be supported by fact/evidence/data. While you are providing a perspective on the specific approach, personal pronouns should not be used; e.g. I, me, my, mine. Rather than saying “I believe that the Minister should consider …. “ Use a neutral tone like, “Research suggests the Minister should consider…”.

Essays are to be formatted and submitted in Word and submitted with a file name of: MRP_CIA110KXX_Last name (XX being your course letters). If you are using a Pages on a Mac, Mac computer, convert your work to MSWord before submitting.
Any documents submitted in PDF will be marked but will not contain editorial comments. Corrupted files or documents that cannot be opened will receive a note in the comment box or an email, requesting resubmission by a specified date. If the document is not returned by the assigned due date or if the file remains corrupted a mark of 0 will be given.
