You have read or reviewed the presentation of a number of classics in public administration. Your texts have provided a substantial overview of public governance. The authors have introduced you to the conflict that may occur between elected officials who are policy makers and those in a bureaucracy that implement policy. But what of public policy made by unelected officials. If you follow the news you know that there exists at the federal level a degree of revolt by the bureaucracy in some agencies. Control of agencies by unelected officials who are protected by a form of civil service is often call the tyranny of the bureaucracy. Write an essay that defines tyranny of the bureaucracy, make the case if you think it exists.
