In this module, we learned the basic steps in the policy analysis process, including problem identification followed by policy formulation, adoption, implementation, and assessment. Along the way, we also learned that stakeholder analysis is necessary at every stage, and that this includes paying attention to individuals and institutions in terms of their potential interests in and influences on policy making. In this exercise, we will focus on problem identification.
Remember that a problem statement in policy indicates a dichotomy between the current state of a problem and descriiptions of circumstances that would help to solve that problem. Recall an example from rDNA we saw in this week’s lectures: Scientists wanted to pursue the potential benefits of rDNA research, but the envisioned risks were real, so biologists required some policy guidance to move forward with the research while mitigating risks.
For this assignment, consider what you read in Perusall activity of the letter that President-Elect Joseph R. Biden wrote to one of his new science advisors, Eric Lander, on January 15, 2021. In this letter, Biden laid out five policy challenges facing the US in the 21st century, but he posed these challenges as questions rather than as problems.Instructions

Draw on your knowledge from any of this week’s lectures and/or readings to:
(1) Recast one of the science policy challenges posed in Biden’s letter as a problem statement of 1-2 sentences, including:
(a) A simple statement of a policy problem.
(b) A loose statement of some circumstances (related to new policies) that would help to solve that problem.
(2) Describe one individual OR institutional stakeholder that you believe would have interests in or influence on the problem you have identified, and why you believe this is so.
NOTE: We noted in lecture that evidence is essential when identifying policy problems (and their solutions), and this is true. However, you are NOT expected to do outside research for this essay. The purpose of the assignment is to get you thinking about the world in a new way, NOT to require you to do in-depth policy research. Hence, all the information you need you will have learned in lecture or the readings.
