Areas to include: Introduction, definition of the policy area/issue your proposal aims to address (background/context). Outline the (including the policy instruments necessary your proposal to become a reality) and make the case for why it should be implemented (e.g. it is supported by evidence? Does it has the support of particular interest groups or political parties? Would it align with existing policy settings (path dependencies)? Also consider potential issues which may be associated with you policy e.g. would it be difficult to implement/costly/unpopular?
